University City Leaf, Bulky Item and Waste Collections

  • University City provides leaf, bulky item and waste collections for University Hills.  University City is divided into several collection areas.  University Hills Subdivision is in the Central Area.

 University City Government

  • University Hills is located in the First Ward. The University City Council is the legislative and governing body of the City of University City. 
  • The City Council has seven members, one of whom serves as mayor. Each of the City's three wards has two representatives, who are elected to four-year terms. Responsibilities of the council are to enact legislation to protect the health, morals and general welfare of the citizens of the City and to appoint both the City Manager and City Clerk.

Security Audits

  • The University City Police Department offers security audits and surveys for your business and residence free of charge.

Property Maintenance

  • Owners must keep their Lot (including the tree lawn in front of their property) in good order and repair.
  • If an Owner doesn’t, the Subdivision can, in some cases, take necessary corrective action and bill the Owner for these costs. 
  • For example: An absentee Owner allows his/her lawn to go uncut for weeks, creating an eyesore or habitat for vermin. 
  • The Trustees are authorized to contract someone to cut the grass and the Owner will be billed for all expenses.
  • Any Owner who rents or leases a home to a tenant is responsible for ensuring that the tenant complies with all the provisions of this Indenture. 
  • If neighbors inform the trustees of a concern or problem, the trustees will contact the owner of the property not the renter. 

Fencing and Roof Replacement Indentures

  • No BUILDING, nor part thereof, including a deck, porch or patio, fence, wall, retaining wall, railing or other STRUCTURE shall be commenced, erected, altered or maintained upon any LOT, nor shall any exterior addition to or exterior change or alteration in any improvement thereon be made until the plans and specifications showing the nature, kind, shape, height, materials, colors and locations of the same shall have been submitted to and approved by the TRUSTEES and any required improvement guarantee is established. 
  • The TRUSTEES shall only approve such fencing for such LOTS, or portions thereof, as may be required by appropriate governmental authorities, or as may be required in the opinion of the TRUSTEES because of particular physical characteristics of the subject LOT or its surrounding property which tend to make such proposed fencing necessary or desirable, and/or for safety or health reasons.  If the fencing is erected, it shall be done so with the most aesthetically desirable side facing outward. The height of any fence should not exceed six feet.  If the TRUSTEES fail to give written approval or disapproval thereof within thirty (30) days after all necessary plans and specifications have been submitted, such plans and specifications shall be deemed approved by the TRUSTEES as submitted. If the proposed new building or modification complies with this Second Restated Indenture, the TRUSTEES shall approve any proposed new building or modification to an existing building.
  • Every BUILDING on every LOT shall have a pitched roof and shall be faced on all sides with the same material; and all garages (not built as part of the PRINCIPAL BUILDING) or ACCESSORY BUILDINGS shall also have pitched roofs; all BUILDINGS,  including ACCESSORY BUILDINGS such as garages and outbuildings shall have exterior walls of brick, stone, concrete, cement on hollow block or cement on metal lath, and garages and outbuildings shall follow the same general plan of architecture and building material as used in the main building on such LOT.
