Frequently Requested Information

• After reviewing the information, submit the “Approval for Construction“ form to the Trustees at least 3 weeks PRIOR to starting any work.

• To report a non-functioning streetlight, call Ameren Missouri at 800-552-7583. 
• Look for a tag at the top of the light with a number that starts with the letter U.
• Report that number to Ameren when you make the call.

• University City provides leaf, bulky item and waste collections for University Hills.  University City is divided into several collection areas.  University Hills Subdivision is in the Central Area.

• The Main Entrance gates on Delmar Blvd. are always open to allow access to the church.  
  • The Main Entrance gates are occasionally closed by special request.
• Each Tuesday all gates are opened for trash pickup and then gates on the gate rotation are closed again on Thursday. (If a holiday falls on a Monday, the gates will be open an additional day to allow for trash pickup)
• The opening & closing of gates are on a rotating schedule.
• Gates will be open longer during Holidays to accommodate visitors. See the holiday list by clicking on the button below.
• Gates are opened and closed by request for various reasons.  For instance, all gates are open for trash pickup, snow or ice removal, leaf pickup, large item pickup, etc.
• If a homeowner is having an event or a special delivery/moving truck, please call the trustees to request a gate opening. All Trustees have keys to the gates.
• A sign at Kingsbury and Midvale shows if the Pershing gate is open or closed.

• Tree, Branch, and Storm Clean-up
• Please contact one of the trustees for assistance.

• Snow Removal & Street Parking during Snow Prediction
• When a storm is predicted, please park in your driveway or garage so the snowplow can clean our streets.

• On Street Parking Indenture
• Without prior written approval of the TRUSTEES, no boat, trailer, truck, camper or recreational vehicle, of any type or description, shall be placed or stored in any unenclosed area on any LOT, nor shall the same be parked for any time on the unpaved portion of any LOT or on any street overnight. 
• The TRUSTEES have authority to promulgate any further rules and regulations on this subject and on the parking of motor vehicles of any type or description, including automobiles as they shall deem necessary. 

• Please make every attempt to keep our streets clean.  We recognize there may be times that larger objects may not fit into your yard or drive.  If you need to use the street for large mulch piles, dumpsters, PODs, etc., please contact a trustee for approval. 

 University City Government

• University Hills is located in the First Ward. The University City Council is the legislative and governing body of the City of University City. 
• The City Council has seven members, one of whom serves as mayor. Each of the City's three wards has two representatives, who are elected to four-year terms. Responsibilities of the council are to enact legislation to protect the health, morals and general welfare of the citizens of the City and to appoint both the City Manager and City Clerk.

• Below is the indenture rule with regards to household pets:
• No animals, reptiles, birds, horses, rabbits, fowl, poultry, cattle or livestock of any kind, shall be brought onto or kept on any portion of the Subdivision, except that a reasonable number of dogs, cats, or other household pets (except house pets with vicious propensities) may be kept or maintained on any LOT, without the prior written approval of the TRUSTEES. 
• The keeping of any pet, which by reason of its vicious propensities, noisiness or other factor is a nuisance or annoyance to the neighborhood, is prohibited. The TRUSTEES have the authority to promulgate any reasonable rules and regulations governing the keeping of pets.

• Owners must keep their Lot (including the tree lawn in front of their property) in good order and repair.
• If an Owner doesn’t, the Subdivision can, in some cases, take necessary corrective action and bill the Owner for these costs. 
• For example: An absentee Owner allows his/her lawn to go uncut for weeks, creating an eyesore or habitat for vermin. 
• The Trustees are authorized to contract someone to cut the grass and the Owner will be billed for all expenses.
• Any Owner who rents or leases a home to a tenant is responsible for ensuring that the tenant complies with all the provisions of this Indenture. 
• If neighbors inform the trustees of a concern or problem, the trustees will contact the owner of the property not the renter. 

• No BUILDING, nor part thereof, including a deck, porch or patio, fence, wall, retaining wall, railing or other STRUCTURE shall be commenced, erected, altered or maintained upon any LOT, nor shall any exterior addition to or exterior change or alteration in any improvement thereon be made until the plans and specifications showing the nature, kind, shape, height, materials, colors and locations of the same shall have been submitted to and approved by the TRUSTEES and any required improvement guarantee is established. 
• The TRUSTEES shall only approve such fencing for such LOTS, or portions thereof, as may be required by appropriate governmental authorities, or as may be required in the opinion of the TRUSTEES because of particular physical characteristics of the subject LOT or its surrounding property which tend to make such proposed fencing necessary or desirable, and/or for safety or health reasons.  If the fencing is erected, it shall be done so with the most aesthetically desirable side facing outward. The height of any fence should not exceed six feet.  If the TRUSTEES fail to give written approval or disapproval thereof within thirty (30) days after all necessary plans and specifications have been submitted, such plans and specifications shall be deemed approved by the TRUSTEES as submitted. If the proposed new building or modification complies with this Second Restated Indenture, the TRUSTEES shall approve any proposed new building or modification to an existing building.
  
• Every BUILDING on every LOT shall have a pitched roof and shall be faced on all sides with the same material; and all garages (not built as part of the PRINCIPAL BUILDING) or ACCESSORY BUILDINGS shall also have pitched roofs; all BUILDINGS,  including ACCESSORY BUILDINGS such as garages and outbuildings shall have exterior walls of brick, stone, concrete, cement on hollow block or cement on metal lath, and garages and outbuildings shall follow the same general plan of architecture and building material as used in the main building on such LOT.
