University Hills Rules - Updated 1/10/2026

1. Street, Tree Lines, Sidewalks:

  • The streets, tree lawns (the areas between the street and sidewalk), driveway aprons, and public sidewalks are “owned” by the subdivision and are a major responsibility of the Trustees.
  • No owner may plant a tree or bush in the tree lawn without the express permission of the Trustees. Any tree paid for and planted by an owner must comply with the subdivision’s master tree plan which specifies approved trees for specific sites within the subdivision.
  • Any owner who wishes to make changes to their driveway apron or public sidewalk segment should receive authorization from the Trustees to do so.
  • The subdivision has adopted a “standard” for the type of concrete to be used for sidewalks and driveway aprons.

2. Trash Related Rules:

  • Garbage bins, recycling bins, and lawn/leaf bags should be set out at the curb no earlier than late afternoon on the day before a pickup. 
  • Bins should be removed from the street no later than 9:00 pm on the day of pickup. This is a University City ordinance.
  • Garbage and recycling bins should be stored behind the building line (per University City ordinance) and should not be visible from the street.

3. Leaves & Limbs:

  • In the fall, please refrain from blowing leaves into the street until the last few days before the scheduled pickup.
  • Fallen limbs from trees in the tree lawn that are 2 inches in diameter or less should be removed by the homeowner. Please cut up these limbs and place them in lawn/leaf bags or you may bundle them for pick-up by University City.  University City requires that the bundled limbs be four feet in length or shorter.
  • Fallen limbs from your privately owned trees should not be placed at the curb or placed in the subdivision’s islands.
  • Please notify the Trustees if a branch larger than 2 inches in diameter has fallen from one of the subdivision’s trees in the tree lawn. The Trustees will arrange for these larger limbs to be picked up by a tree service.
  • If there is a street drain in front of your house, please ensure that it is not clogged by leaves so that water will flow freely.
  • Please do not move fallen branches to the neighborhood islands.

4. Construction Related Rules:

  • Please contact the Trustees (trustees@uhillssub.org) if you want to construct a building, deck, porch, patio, fence, wall, railing, other structure, or want to make any other exterior addition or change. Refer to our Indenture on our website and submit the “Approval for Construction” form to the Trustees as required. Note that the Indenture requires you to notify your neighbors of your project so that they have an opportunity to comment to the Trustees; the Indenture specifies that you notify all neighbors whose property is contiguous with your lot AND three neighbors who live across the street from you. Please obtain Trustee approval of these projects before work commences.
  • If you need a dumpster for demolition or construction needs, please notify the Trustees. We would prefer that dumpsters be placed behind houses and/or in driveways, but if that is not possible, Trustees may grant authorization for dumpsters on the street for a short time. Be protective of our streets. The homeowner is responsible for any damage to the streets caused by construction.
  • Portable toilets, if needed for construction needs, should always be behind the house and not visible from the street.

5. Delivery of mulch and other landscaping supplies:

  • If possible, mulch deliveries should be placed in your driveway.
  • If this is not possible, please have the mulch dropped on the street as close to the curb as possible.
  • Mulch piles should not reside on the street for more than 48 hours.
  • Mulch piles on the street should have fluorescent traffic cones placed around them to prevent cars from hitting them.

6. Dogs

  • Please keep your dogs from excessively barking. 
  • When walking your dog in the neighborhood, carry bags with you and please make sure to clean up anything that your dog may leave behind.
  • University City requires that you use a leash when walking your dog.

7. Parking of vehicles:

  • When snow is forecast, please do not park your vehicles on the street. This will facilitate snow plowing.
  • Boats, campers, construction vehicles, and RVs cannot be parked on your driveway overnight or on the street overnight. 

8. Streetlights:

  • To report a non-functioning streetlight, please call Ameren Missouri at 800-552-7583. Each streetlight has a tag at the top that starts with the letter U and is then followed by a number. 
  • Please have that number and the address nearest the streetlight in hand when you call it in.

9. Yard Signs:

  • The subdivision’s Indenture does not allow advertising signs in yards. 
  • Political and certain real estate signs are acceptable but be respectful of the quantity of signs and length of time those signs are left up.

10. Gates:

  • All trustees have keys to our gates. Upon request, gates can be opened as needed.
  • The gate closure schedule is posted on the subdivision’s website.
